Thunderbolt 3 and USB-C --- I swear I'm not dumb

Can someone straighten things out for me -

As I think I understand it now, Thunderbolt 3 uses the usb-c connector, but not all usb-c connection on motherboards are thunderbolt 3 connections?

I'm putting together a pc build that I need thunderbolt for an external audio interface. I'm planning on using and adapter from TB2 to TB3 and to connect to the pc. HOWEVER, not every motherboard has USB-C, and very few actually specify Thunderbolt 3 with USB-C.

I've also read that any USB-C port can read and accept Thunderbolt devices, but does that mean just drives or will anything work as desired.

... Still reading, I also heard through the grapevine that Thunderbolt 3 might be coming to AMD boards, is that true, has that happened yet?
