Issue Summary: The current version of Transmission (4.0.6) available in the App Center has a critical bug in its announce logic. This issue causes the client to send excessive, rapid-fire requests to trackers, leading to the client being blacklisted or banned by most private and public tracker communities.

Technical Details:

Race Condition: Version 4.0.6 suffers from a known race condition in its networking code. When IPv6 is unavailable or disabled on the NAS, the client enters a loop, hammering trackers with announcements.

Blacklisting: Major BitTorrent communities have officially banned this specific build (4.0.6) because its behavior mimics a DDoS attack or a cheating client.

Stability: This version is widely recognized as "broken" regarding its network stack, affecting the overall performance of the NAS due to unnecessary connection overhead.

Impact on Users: Users are unable to maintain healthy ratios or even connect to seeds/peers because the tracker status returns "Client Banned" or "Rejected." This makes the official app unusable for anyone relying on private trackers.

Requested Action: Please update the official Transmission package in the App Center to version 4.0.7 or higher. The 4.0.7 release was specifically pushed by the Transmission project to fix these critical networking bugs and restore tracker compatibility.

Good afternoon. Can you tell me why I don't see the new version of Transmission in the App Center? Currently, only version 3.0.7.3 is available. My device is F2-221 on the TOS6 system. Thank you.
