Try actually starting the Plex Media Server, then go to the "Settings" menu in PMS and check the server version. Do NOT rely on what the info in the TOS Application store app says - mine still says 1.24 with an update available, but I am actually running 1.25.

PMS says 1.24.1.4931, though I did do the update that says is available before opening it. I can try the install again, but not do the update this time, and see what PMS says.

Okay, so now PMS says it's on 1.25.5.5492! If I do the update that the Terramaster desktop is saying is available, it'll put me right back to where I was (1.24.xxxx). Is this a bug with Plex's apk file or with Terramaster?

As Gandalf1369 says, ignore anything TOS has to say once you start installing TPKs manually. Only rely on the version Plex indicates is installed through the web interface. Same with Emby. I've been installing both Plex and Emby TPKs directly from them for months and TOS always says an update is available. The same thing happened to me, so I will do what you say, I install the tpk, download from plex, install the package manually and that's it, if TOS tells me that there is an update, I ignore it. Thanks for the information.
