Just to jump in, though maybe not helpfully, I also use Kodi and it works fine.
I have a "more beefy" F5-221

For my TV, I am running Kodi via a Raspberry Pi (3 B+).
I also run Kodi through Windows PCs.

The only time I have seen issues is when a mate in the States streams via Plex.
I will see warnings, in the TOS interface, that there was high CPU usage.
My mate has never reported issues to me, though.
I have other people streaming from my Plex instance, again without issue.

The factory reset should have put you back on a nice clean install.

The issue is most likely with the TOS having to do the bulk of the work.
As mentioned, monitor the CPU usage when you are streaming something.

Hmmmmmm, I have MariaDB installed.
I have now got rid of the Raspberry Pi. I am running though Plex app on a new LG TV. I've no reports of issues with external use.

It is indeed very odd.
