I cannot contact support via the TOS desktop

I cannot contact support via the TOS desktop shortcut (TOS 5.0.176).
I fill in all the fields including problem description, name, email address and even phone number, but...
After clicking the "Generate Report" button, nothing happens.
The "Download" button is not active.

When you click to generate a report, whether there is an input box that turns red. If yes, the content you filled in does not meet the standard.
When you click to generate a report according to the standard, you need to wait for the system to generate a report.
Some problems only need to be described in detail and do not need to generate a report.
