Run TOS4.1.X

Hi everyone,
I'm running TOS4.1.X and have set up some new users and groups with access to a shared folder created by admin.
When I log in as any of the new users I have no Apps on my desktop.
Is it possible to download/see new apps as other users that are not admin??
How do you do it?
